Bringing a Nation Into Being

Joseph Ellis looks at the founding of the nation in stark clarity in his book The Quartet: Orchestrating the Second American Revolution, 1783-1789. Ellis cuts through the ideas and stories we tell of our nation’s founding, and looks at the most pivotal actors that worked to establish a strong constitutional government in the United States.

 

Ellis begins by explaining that a national government was not something that our founding fathers were very interested in and that most people thought of themselves primarily as statesmen (as Virginians or Pennsylvanians) rather than as Americans. He writes, “creating a national government was the last thing on the minds of American revolutionaries, since such a distant source of political power embodied all the tyrannical tendencies that patriotic Americans believed they were rebelling against.”

 

Following the Revolutionary War, the United States operated more or less as independent states, loosely bound by the Articles of Confederation. Ellis suggests that four men in particular were crucial for bringing about a “second revolution” and forming a new more powerful central government across the states. George Washington, Alexander Hamilton, James Madison, and John Jay are the four founding fathers that Ellis attributes the birth of our nation to. Without their coordinated actions, Ellis argues, a new Constitution could not have come into being and the idea of “America” would have never taken hold.

 

Our founding fathers were not a unified group of wise sages who knew exactly what was needed to spark a political revolution to bring freedom, prosperity, innovation, and a new nation into being. Our founding fathers were a diverse group who argued constantly and could hardly agree on how the states should relate to one another. The quartet that Ellis identified were instrumental in forming the idea that the states should operate in unison with a strong overarching government, something that felt dangerous given the revolution against central authority that had just been raged. Washington, a Virginian, was the public face of a new government, leading the way to convince the south that the ideas of Hamilton, Madison, and Jay were sound. Hamilton, Madison, and Jay engaged in an effort to convince the states that a unified constitution would be valuable, prosperous, and fair with the writing the Federalist Papers. Their arguments evolved over time and existed as an exploration of their constitutional idea as much as a clearly defined goal for a new nation. Without the actions of these four, the nation may have never gotten going. They created the idea of America and brought about the system of government that we know today.

 

It is important to remember how close things came to not happening. The stories we tell ourselves about our founding make it seem as thought America was destined to become a great nation. We talk about our founding fathers as though they were a unified group of impossibly wise leaders, but the reality was that they were political amateurs, fearful of dissent and tyranny and unsure about a national government to bring them together. Our politics today calls back the founding fathers and argues about their intents, but it is clear from reading Ellis’ book that even our founding fathers themselves were not clear about their own intent.

Participation in Government

In America we are obsessed with being more democratic than any other nation. As the world’s oldest democracy, we have made changes to open government ever further and to be more democratic so as to show the world how great we are based on ever expanding participation and openness in government. We love our democracy, and we constantly fight to make our democracy more representative, less driven by special interests and big money, and more accessible by the average citizen. These are all excellent goals for our country, but they contribute to what Richard Pildes has called Romanticizing Democracy. 

 

In his book Political Realism, Jonathan Rauch reviews the ideas of romanticizing democracy and thinks about political participation from a realistic and pragmatic point of view. What Rauch finds and what is important to remember is that more participation in government and more direct democracy does not necessarily translate into better outcomes. He writes, “The general assumption that politics will be more satisfying and government will work better if more people participate more directly is poorly supported and probably wrong.”

 

Rauch is not arguing that fewer people should vote in elections or be knowledgeable about issues, programs, and what is taking place in government, but that our country does not need to continually reshape systems and institutions to be ever more democratic simply because they could be more open. When we push government to rely on more direct democracy, our systems require more input from a citizenry that is poorly informed of any given issue. Continually opening government or forcing government to rely on input from public constituents makes it more likely that issues will become polarized, leading to charged discussions driven by shadow actors. Rauch writes, “Where direct engagement with politics is concerned, the polarized and financially interested have an inherent advantage.”

 

Not everything in our system should be operated by and determined by the opinions of experts, technocrats, and academics, but at the same time not everything needs to be decided by direct referendum from the public. Some features of government should be opened to the public, but other aspects are poorly understood by the public and do not need to be spaces that rely on public input. On his podcast The Ezra Klein Show and on his media company’s show The Weeds, Ezra Klein has often remarked that congress (which we have made more democratic and transparent) has dismally low approval ratings while the Supreme Court (which is less democratic and less transparent than almost any other part of government) has very high approval ratings. More transparency and direct participation does not always mean better outcomes and a more satisfying democracy.

The Solution to Non-Functioning Politics

In the United States we don’t like the way our politics looks from the outside. We don’t like the fact that special interests lobby and seem to buy legislators. We don’t like that it is hard to have a voice and have a say in what happens. We don’t like that political families seem to stay in power for long periods of time. And our primary solution to all of these problems is to try to make our country more democratic and to increase participation in our governing process.

 

We have focused on increasing participation because it feels like the right thing to do.  One way to increase participation and expand democracy is to increase voter turnout and make it easier for people to vote. Another strategy we have pushed for has been to encourage more political outsiders to run for office and to support their candidacies through individual donations and through our actual votes. These strategies however, do not necessarily address the problem that we face with governance and the things about government that frustrate our public. Changing the mix of people participating in governance may chance some of the optics and signal something different to our population, but it does not necessarily address the problems and challenges that people dislike about our government.

 

Jonathan Rauch looks at what can happen when government is directed by political amateurs rather than career politicians in his book Political Realism. He is skeptical that political amateurs can navigate the political landscape and build necessary coalitions to help move good legislation forward. Rauch quotes a New York University School of Law professor to demonstrate his fears of increased participation from political outsiders, “In the midst of the declining governing capacity of the American democratic order, we ought to focus less on ‘participation’ as the magical solution and more on the real dynamics of how to facilitate the organization of effective political power.”

 

Stability is underrated yet drastically important in any political system, and often times stability comes from relationships and coalitions within government. Political outsiders and amateurs are focused on specific issues and often brand themselves as being outside the normal relationships and spheres of influence within the political system. There are certainly times to inject politics with new faces and new relationships, but to continually stock legislatures with amateur politicians makes the overall process of governing more difficult and makes the organization of political power a greater challenge and battle. Changing the “who” of politics does not solve all of our problems alone.

 

This does not give us a perfect solution, but it is clear that simply encouraging more people to vote and encouraging more political amateurs with strong political opinions to run for office won’t solve how we distribute and organize power in government. It is important that people recognize that more passion and energy is not necessarily the answer they want. Unfortunately, however, I think we may be stuck with this increasingly angry and outsider political ethos for some time. Very few of us have coherent political ideologies about many issues, but all of us are good at analyzing identities and finding where we fit. Once we have staked our identity claim, we learn what ideologies to support and begin to push toward greater participation among people who share our identities and use the right ideological words to signal their faithfulness to our identity. Breaking this system seems to me to be the place to start to change government as opposed to trying to break the participation structures we dislike inside government.

Centralization of Power

A political question attached to every decision and baked into every system of governance is the question of centrality. The center of the political system can be thought of as the legislative body that creates the laws or the administrative body that designs rules and regulations within the laws and is responsible for implementation. For every law and every program, fidelity to the intent of the decision-maker is important, but also in conflict with the ambiguity required to pass legislation and the flexibility needed by street level bureaucrats to implement policy. There is no one answer that tells us how centralized decision-making and implementation should be for any given issue or solution. Another factor that makes it difficult to determine the appropriate level of centralization is where power is located. Strong leaders may be able to demand more oversight and adherence to policy, while strong unions or popular street level agents may be able to shape policy from the periphery.

 

In Political Realism, Jonathan Rauch looks at the dynamics between centralization and power within congress and within our national political parties. Rauch is critical of some of the power grabs of congressional leaders and argues that increasing power through centralization does not always lead to improved governance. He writes,

 

“Similarly, centralizing a machine is not at all the same as strengthening it. A corporate CEO who concentrates decision-making in the C-suite while hollowing out the divisions might expand her authority at the expense of her effectiveness. In much the same way, House leader’s centralization of power over the past several decades and their weakening of the committee system and regular order seem to have diminished their governing capacity more than it increased their personal authority, weakening them on net.”

 

Centralization, whether within government or within a corporate structure as Rauch demonstrated, has the appearance of bringing more power to the lead decision-makers, but may lead to less creative solutions, less productive and effective systems and organizations, and weaker long-term performance. Rauch would argue that political power and centralization are tools to use to set agendas and push forward the most important items, but should not be used for every decisions in every context. Taking authority away from those who are responsible for the bulk of policy implementation can weaken the system overall and demoralize those who can provide creative solutions, innovative and effective design, and do the tough implementation work. Our country often gets into arguments about centralization as if there was a clear answer, but the right level of centralization for any given issue is always fluid. The right level of centralization is contextual, with influence from who holds power to how the public thinks about a given issue and about government more broadly.

Trust In Government

People today have lost trust in government. We have too many actors, too many points of view, too many opinions, and too many bad stories about the government. The days when politicians were less ideological, less partisan, and could be more moderate with their views and opinions are behind us. This does not mean, however, that we are stuck in a system of gridlock and argument for ever. We can still challenge our own assumptions and the assumptions of others by better understanding our political system and thinking more deeply about our opinions. Working through our priors and getting beyond our negativity and cynicism gives us a way to improve our own thought process and ultimately to improve government and the ways in which society interacts with government.

 

In Political Realism Jonathan Rauch writes, “Gone is the trust that government will “do the right thing,” replaced by an assumption that transactional politics is a rigged game played by and for special interests.” In our country we hate interest groups and lobbyists. We hate anyone with money who seems to be interfering in our elections or our processes, and cry out against the evils of big money. Except, not always. We only seem to hate special interests and lobbyists when they don’t represent us. Most republicans probably don’t think of the NRA as a special interest or as a lobbying group, and most Democrats probably don’t think of unions as evil big money organizations. When you begin to think about the groups and activists that you support or favor, you start to gain a better understanding of why lobbyists and interest groups exist. By looking inward and trying to understand your own political ideas, beliefs, and assumptions, you can begin to better understand other people’s opinions, beliefs, and assumptions, giving you a way to better relate to people with different thoughts.

 

Reflecting and looking inward also helps us see just how transient our policy beliefs truly are. When we become more self-aware and more self-reflective, we are able to better understand where our beliefs and opinions come from. I try to follow politics actively, trying to focus more on the policy side than on the horse-race political side, and I notice constantly that my opinions are greatly shaped by the person who comes up with an idea. When President Trump says something, I have an almost visceral reaction assuming that his idea is full of self-interest and short sighted thoughts and is undoubtedly the opposite of what we should actually do in terms of policy. At the same time however, I know that my thoughts and opinions on things like national debt are woefully underdeveloped. I can recognize that I have some thoughts and beliefs about how our nation and society should be structured, but those thoughts are not necessarily based on scientific evidence, but general thoughts, my view of my identity, and to some extent my own self-interest. What this means, is that I should back away to some extent when I recognize that  my opinion is influenced by prejudices and judgement about the opposing political party or politician.

 

This may not help us achieve more transactional politics and it may not increase trust in government directly, but this strategy can help us begin to back away from such staunch opposition to opposing parties and people. By recognizing when we don’t have full information and when we are allowing our judgement of the speaker to shape our beliefs of the policy, we can start to be more civil in our discussions. This in turn can help us as a country moderate our discussions and opinions, and ultimately, bring politics back to the center where it can be more transactional and less volatile.

Political Machines

Recently (though challenged by the current presidential administration), in the United States, our trend has been toward ever increasing democracy. We have more participation in our elections, more direct election of representatives, and we all expect to have more of a voice in the political process. Along the way we have focused on high minded ideals such as transparency, direct public decision-making, and increased platforms for voicing opinions. However, as Max Weber predicted, government, organizations, and society have become and continue to grow more and more complex. Human nature, however, has not changed.

 

Jonathan Rauch from the Brookings Institute argues in his book, Political Realism, that we have made changes to our system, our government oversight, and to the political arena that are intended to bring positive consequences, but have also brought confusion and gridlock. Our efforts to fight every appearance of corruption has made it challenging to build strong parties. Our efforts to limit the influence of money in legislative voting has eliminated quid-pro-quo trades for votes between legislators. Transparency into government decisions and deliberations has combined with social media to give us great insight into the decisions and beliefs of legislators, keeping their actions under a microscope. Each of these changes sounds like a good thing, but in the end, they create a system that is almost unworkable, where participants cannot be fully human.

 

Regarding the changes we have made, Rauch writes, “government cannot govern unless political machines or something like them exist and work, because machines are uniquely willing and able to negotiate compromises and make them stick. —progressive, populist, and libertarian reformers have joined forces to wage a decades-long war against machine politics by weakening political insider’s control of money, nominations, negotiations, and other essential tools of political leadership.” Rauch is highlighting the fact that machines can build coalitions, can link together like-minded individuals on certain issues, encourage them to commit to support other issues, create safe places for debate, and break through gridlock. Our transparency in politics has limited the effectiveness of machines by broadcasting discussions. Our democratic grabs at political primaries has limited parties from directing candidate selection, and has left us vulnerable to demagogues and celebrities with unsound political beliefs.

 

I would not argue that we should try to undue all the changes we have made to our political system, and I don’t think Rauch would argue for such dramatic changes either. But what we can do, is create some spaces and institutions that operate with a greater focus on the long-term continuous political process and not on winning short term political games. One can easily argue that our system of primaries is less democratic now, because only the most ideologically extreme participate in parties, leading to the selection of candidates that do not match the public. Wrestling control of party nominations away from the public may give us more moderate and representative candidates, who actually better represent the people who are supposedly electing them in a democratic fashion. Allowing for backroom discussions within politics can also help our representatives move forward with more legislation. Forcing each candidate to openly voice their arguments for or against a bill can put legislators in a catch-22 situation, a bill must pass on a national level, but may be politically toxic on a local level. We should expect that priorities, even on small local levels, will conflict, and expecting a perfect answer from each politician for each vote is unrealistic and potentially damaging to the over all process. These are the arguments that Rauch presents throughout his book, which is designed to start a conversation around how we govern ourselves and relate to our political process. Striving for more fair, more understandable, and better democratic systems is always a good goal, but sometimes our virtues trip up the system because we are political animals who need to negotiate challenging deals, build teams and coalitions, and make sacrifices to compromise on important issues for people at local, state, and national levels.

Realists

In 2015, Jonathan Rauch from the Brookings Institute wrote a book about how politics should to operate in order to actually get anything done. His book, Political Realism: How Hacks, Machines, Big Money, and Back-Room Deals Can Strengthen American Democracy, cuts against our traditional thoughts about the ways in which we can improve our society and country. Rauch looks at movements that have great moral purposes, but that seem to make general duties within government more difficult and challenging. Particularly in legislative bodies today, government seems to be operating poorly and in a way that stokes the flames of partisan anger and opposition. Very few people have a positive view of any governmental agency, and if there is one thing all American’s seem to have in common today, it is a distrust of political parties and a sense of disgust toward national political bodies.

However, our government did not always have such a negative public view and did not always struggle to act on even basic legislation. Rauch begins his book by discussing some of the tools that government has used to clear a path for basic legislation and functioning. Of generations past in the United States he writes, “not being fools or crooks, they understood that much of what politicians do to bring order from chaos, like buying support with post offices and bridges, looks unappealing in isolation and up close, but they saw that the alternatives were worse. In other words, they were realists.” Previous generations understood the negative perception of the shady things that seemed to take place in government. They recognized the danger of fraud and corruption, and they acknowledged the need to hide under the table business. Nevertheless, these were tools that helped the country move forward. Rauch argues that today, operating with a government that cannot move anything forward, what we need is a little more of this old-school politics, and a little less of today’s sunshine disinfectant.

Where this all stems from is the most basic flaw of human societies. We can only be rational about  the ways in which we get to our ends, we cannot be rational about the ends themselves. This is to say that the goals and the desired outcomes we want to see in society are inevitably and unavoidably political. How we choose what society wants, what society should do, who we should help, who gets to be part of our group, and what will be excluded from society is not a scientific question but rather a question of identity and self-interest. These questions are simply political with no possible answer satisfying everyone.

Human rationality can only be applied once an end has been selected. Once we have agreed on an outcome, or once a majority voice has selected the desired end state, we can rationally work out the best way to get there. It is like a group of 10 couples who all must decide when and where they want to take a vacation as a big group. There is no perfect destination to satisfy everyone’s desires of seeing family, visiting big tourist items, and finding off the grid treasures. But once a decision has been made, the group can identify the most efficient route to take that maximizes the time spent viewing what most everyone wants. If the group primarily wants to spend time at a beach in southern Spain, then the most efficient travel option is a flight directly to Southern Spain, and the travel rout that flies into Bilbao in northern Spain then uses public transportation southward across the country is not considered. However, if visiting art museums and seeing a wide swath of Spanish culture is the main goal of the trip, flying to and staying in coastal southern towns is not a rational option to meet the goals, but flying into Bilbao and traveling across the country by bus is an ideal plan. The end goals must be selected before a rational decision can be made to meet that decision, but seeing art and culture is not inherently better than relaxing on a Mediterranean beach.

Government will always be hampered by this question, no matter how rational or how similar we become and no matter how good our artificial intelligence one day becomes. Government therefore, needs a way to move things forward that deescalates the tension of identity and self-interest. This is the argument that Rauch puts forward. He does not argue for the backrooms filled with cigar smoke and fat cats driving the show. After all, generations before did give us painfully slow desegregation and a political period rife with presidential assassinations and violent racial protests. What we can plausibly see however, is a system where discussions and deliberations can be secret, because what may be good for the nation could be toxic for an individual based on their constituency’s identity and self-interest.

What ultimately needs to be remembered is that government cannot rationally chose and advance a goal. Government can do its best to reach its desired end state, but selecting an end that hurts some and leaves representatives vulnerable creates a system where some members must oppose all action by that government as a signal to their compassion, concern, and identification with their constituents. A government with hidden deliberations and gear greasing allows for compromise and realistic legislation. Some discussions must be allowed to take place in ways that shield legislative members from direct criticism so that they cannot later be attacked and vilified for decisions that hurt some but move the majority in the right direction. Government needs a way to be a little bit wasteful and a way to put up with a little bit of abuse in order to move society forward. Constantly patrolling for abuse and waste is expensive and ultimately makes people less likely to take action and try to make things better.

Social Constructionism in Physics and … Everything!

I just finished a semester at the University of Nevada focusing on Public Policy as part of a Masters in Public Administration. Throughout the semester we focused on rational models of public policy and decision-making, but we constantly returned to the ways in which those models break down and cannot completely inform ad shape the public policy making process. We select our goals via political processes and develop rational means for reaching those political ends. There is no way to take a policy or its administration out of the hands and minds of humans to have an objective and rational process free of the differences which arise when we all have different perspectives on an issue.

 

Surprisingly, this is also what we see when we look at physics, and it is one of the big stumbling blocks preventing us from linking Einstein’s theory of relativity with quantum mechanics. Throughout her book Trespassing on Einstein’s Lawn, Amanda Gefter introduces us to the biggest concepts and challenges within the world of physics and how she and her dad attempted to make sense of those concepts on their own. A major influencer on the world of physics, and consequently on the adventure that Gefter took, was John Wheeler, who seemed to bring an idea of social construction to the rational and scientific world of physics. Wheeler described the idea of the self observing universe, to say that we are matter, observing other matter, creating our reality as we observe it. This idea exactly the idea of social construction in politics and governance that I touched on in the opening note. Gefter quotes a note in one of Wheeler’s notebooks, “Add ‘Participant’ to ‘Undecidable Propositions’ to Arrive at Physics.”

 

Social Constructionism is a theory from  the social sciences. It is used to describe the ways in which a society or group comes to understand the problems it faces: who is at fault for the problem, who receives a benefit from our problem solution, who has the right to complain about a problem, and in what order should we attempt to solve our problems? These are all serious questions to which there is no perfect answer. We cannot identify a perfectly rational answer that will satisfy everyone. Our individual preferences will always be at play and our interactions in the decision-making process will shape the outcomes we decide we want and the solutions we decide to implement to reach those outcomes. In a sense, these large political questions are like the undecidable propositions described by Wheeler. Politics is the outcome we arrive at when you add participants to undecidable propositions in society, and physics is what you arrive at when you add participants with limited knowledge and limited perspectives to the observation and understanding of major questions about the workings of the universe.

 

We use questions of social science to inform the way we think about our interactions with other people and how we form societies. Social Constructionism reminds us that what seems clear and obvious to us, may seem different to someone else with different experiences, different backgrounds, different needs, and different expectations. Keeping this theory in mind helps us better connect with other people and helps us see the world in new ways. Similarly, physics informs how we understand the universe to be ordered and how matter and energy interact within the universe. Recognizing that our perspective matters, when it comes to science and physics, helps us to consider our own biases and prior conceptions which may influence exactly how we choose to study and experiment with the universe. Keeping social constructionism in mind also helps us understand why we choose to study certain aspects of science and why we present our findings in the ways that we do. We may never be able to get to a purely rational place in either science or politics (though science is certainly much closer), but understanding and knowing where social construction plays a part will help us be more observant and honest about what we say, study, believe, and discover.

The Growth of Political Polarization

I find it incredibly challenging to talk to people who push back against ideas that I have that advocate for better treatment of minorities and women. I have not given much thought to white men whose social status may be diminished relative to women and minorities, but I have spent some time focused on race in terms of how we have historically treated black people in our country, and I am also acutely aware of how our society seems to favor men in business and political leadership over women. When I do hear someone push back against my views and advocate for mens rights or say that all lives matter, I am not able to speak with them as constructively as I would like. In situations where I do meet individuals with such views, I find that my natural reaction and inclination is to become entrenched, digging my feet in the sand and drawing a line that places me on the correct side of morality. What I effectively do however, is begin to polarize myself away from the other person.

 

David Sears and Michael Tesler identify the problem that I face in their book Obama’s Race. In their book they describe the ways in which Obama’s race could further polarize our nation, and their prediction from 2010 has largely shown to be an accurate prediction of the direction of our politics.

 

“Our results from the campaign could have profound implications for American partisan politics in the age of Obama. The most important political repercussion is that political decision making could become increasingly organized by racial attitudes in the years ahead. A number of findings suggest that this might occur. First, the two sides of radicalization are inherently polarizing. If racial liberals are more supportive of President Obama than they would be of an ideologically similar white Democratic president, and racial conservatives are more opposed to him than they would be absent his race, then public opinion should naturally be more divided by racial attitudes than ever.”

 

President Obama grew in popularity following a 2004 speech in which he claimed there was not a blue America and a red America, but just America, and he set out to unite the counry rather than build a coalition of one group against another. Unfortunately, his race polarized the country further than his politics alone. People like me, who argued that our country has not done enough to help advance people of color ran up against people who felt that our country was doing too much to help minorities get ahead without doing enough to help those who they believed represented true American values. Those who viewed Obama negatively felt that they were not being being rewarded for their efforts were asked to shoulder more of a burden and carry the weight of racial minorities who were given a hand-up that was not offered to white people.

 

I am worried because I don’t have a great solution at this point. I believe that the statistics regarding arrests of minorities and the statistics regarding median incomes of minorities and modern day segregation within our society are real. I don’t believe that advocating for programs that end up helping mostly minority populations or that make it easier for women to seek justice are programs that hurt white men, even if they diminish the relative social standing of white men. Perhaps what is important to do is make sure that we are honest about the intent of our policies. Rather than present our policies as being designed to help everyone (which I believe is largely true in most cases where policy encourages greater aid to a racial or gender minority) we should be honest and say that we want to specifically help the group that we want to help. At the same time perhaps we could be more honest about the impact of such policies on white people, and perhaps we could offer something that aids them as well.

 

Coming back to the quote from Tesler and Sears, I think it is important that people like me recognize when our actions further drive polarization. We must be aware of the times when we take a more favorable issue position position or stance toward an individual or group than we normally would take if there had not been some opposition to the position. This means we must be able to look critically at our stances and beliefs, and recognize that there are always going to be flaws and inequities in how we come together as a society to organize and use our resources.

 

I am still working to figure out how to have the challenging conversations with individuals who directly contradict my views in areas of racial and gender equity. I think the key is recognizing that such views can be polarizing since identity lays at the heart of the issue, and overly zealous support for a particular identity can be just as damaging as extreme opposition.
